Social worker appeals for immediate legal action against Kakching DC

Member of Work Agencies, Tamenglong, social worker Alan Kamei on Saturday appealed for an immediate legal action against Kakching DC, the former chief executive officer of Tamenglong, while pointing out that an inquiry report had been submitted against the DC for his alleged involvement in misappropriation of funds to the tune of more than Rs 18 crore from the 14th finance commission.

In a press meet held at Manipur Press Club on Saturday, Alan Kamei said that Kakching DC, Dinganglung Gangmei alias Dipu, the then chief executive officer of Tamenglong was reported of having a prima facie case submitted by the enquiry officials of Lokayukta Court on October, 2020 against him.

“He was involved in misappropriation of huge amounts of money that was meant for development of Tamenglong and Noney district,” he alleged. The report even elaborated that his action was a clear case of criminal offence and is guilty of being part of the conspiracy and misappropriation of public funds, he further stated while adding that the case before the Manipur Lokayukta Court is pending.

The DC during his posting at Tamenglong as CEO was allegedly involved in misusing of funds meant for various forms of developmental works such as inter village road, footpaths, water tanks, reservoir, public toilet, waiting sheds, drainage, development and maintenance of cremation grounds, cemetery, playground, slab culverts, retaining wall, suspension bridge, extension of classrooms, renovation of community hall and installation of street lights, Alan said.  

The petition against him was put up by a complainant in the Manipur Lokayukta court on October 29, 2020. In September, 2021, a memorandum was submitted to the governor of Manipur and appealed to the state government to take up necessary action against the corrupted official but no concrete action has been undertaken, Alan said.

Alan Kamei raised further allegations that the DC as a government servant violated the service rules and regulation by involving in political activities by promoting a particular political party. “It was clearly mentioned in his bio-data (meant for submission to state and central BJP leadership) that he sponsored many political activities of a particular political party.

“Minister Biswajit knows the DC’s involvement and support to BJP's propaganda during mass vaccination programme held at Bitiang village, Noney district which was organised by BJP Nungba Mandal on July 10, 2021. It was a gross violation of service code of conduct. The government of Manipur refused to take necessary actions against the erring officer,” he added.

It appears that the top politicians of the BJP, Manipur and some ministers seem to have been protecting the officer for the interests best known to them, Alan alleged.
