The district magistrate, Imphal West on Saturday imposed prohibitory orders under sub-section 2 of section 144 of CrPC, 1973 within the revenue district of Imphal West for a period of two months.
Restrictions have been imposed on assembly of five or more persons, which is likely to turn unlawful and carrying of sticks, stones, firearms without a valid license, weapons or objects of any description, which can be used as offensive weapons, stated an order issued by district magistrate of Imphal West Th Kirankumar.
The restriction area includes the whole area situated within the revenue district of Imphal West, it stated.
It stated that as per the information before the magistrate by Imphal West SP, there is likelihood of serious breach of peace, disturbance to the public tranquility and grave danger to human lives and properties, and there is information regarding threatening of business community in Imphal area by the underground elements for payment of extortion demand.
Moreover, the increasing cases of COVID-19 in the state and the district makes the situation more concerning, it stated, adding that as a result, it is desirable that any breach of peace, disturbance to public tranquility and danger to human life and property should be immediately prevented.
“This order is directed to the public in general and as the circumstances do not admit of the serving in due time of a notice upon the person against whom the order is directed, this order is passed ex-parte,” it mentioned.
It added that the order shall not apply to the agencies of the government involved in the enforcement of law and order and the maintenance of essential services and personnel related with the conduct of elections.
Persons desirous of taking out rallies or processions for socio-political, customary, religious objectives or for entertainment, involving the assembly of five or more persons within the scheduled area shall not take out processions or rallies or cause such assembly of persons until permission is obtained by them, it added.
