Rs 1.08 crore compensation paid to families of victims of extremist action in 2021: Governor La Ganesan

The state government is continuing to strengthen and improve the security scenario of the state, Governor La Ganesan said while delivering the inaugural speech of the first session of the 12th Manipur Legislative Assembly at the Assembly Hall in Imphal on Thursday.

Manipur Governor La Ganesan on Thursday stated that the security forces in a counter-insurgency move in the state arrested 234 extremists and neutralised 15 extremists, detained 14 individuals under National Security Act (NSA) while 20 UG cadres surrendered in 2021. And, about Rs.1.08 crore was paid as compensation and relief to families of victims of extremist action under the Manipur Victims Compensation Scheme in 2021, he said.

And, the state government is continuing to strengthen and improve the security scenario of the state, he said while delivering the inaugural speech of the first session of the 12th Manipur Legislative Assembly at the Assembly Hall in Imphal on Thursday.

Ganesan said that as a part of the security measures, the security forces also recovered 167 arms, 3,115 assorted ammunition, 253 IEDs, 27 lathod bombs and 360 detonators in 2021.

As many as 3,156 FIR cases were registered and 2,143 criminal cases were disposed of in 2021, while sensitive cases relating to crime against women and children were given top priority, he said.

As a part of the “War on Drugs” during 2021, a massive seizure was made, including 87 kilograms of heroin, 1,320 kilograms of brown sugar, 505 kilograms and 80 litres of opium, nearly 10 lakh tablets and over 64 kilogram of WY(Amphetamine), he said.

Altogether 42 cases were registered and 20 were disposed under ND and PS Act, he said, adding a total of 3,424 acres of illicit poppy cultivation were destroyed.

Ganesan said, to strengthen the state police administration, Maram police station at Senapati, police outposts at Luichong Maiphei, Oinam Sawombung, Bashikhong Kajipat and a VDF post at Kongba Irong were established.

About Rs.15.77 crore was released to ordnance factories for procurement of weapons for the newly raised 10th and 11th IRBs, he further said.

The existing emergency No. “100” for police and railways was successfully integrated with the Emergency Response Support System. About 1.4 lakh calls were received, out of which 664 were registered as actionable cases, he added.

The governor also informed that about Rs.1.08 crore was paid as compensation and relief to families of victims of extremist action under Manipur Victims Compensation Scheme in 2021.

Regarding the education sector of Manipur, Ganesan said, “My government continued to make efforts to improve the overall education sector in the state.”

He said, seven high schools were upgraded to higher secondary schools to cater to the increasing demand for more government higher secondary schools and 3,280 schools have been covered under the PM-Poshan Scheme providing dry-ration to nearly 1.7 lakh students on all working days.

In the wake of restrictions imposed by COVID-19 pandemic, web-based digital platform “Moodle Learning Management System” was introduced in 45 government and government aided colleges for teaching and learning interventions, he said adding mobile handsets were distributed to meritorious college students belonging to the lower income groups under Chief Minister’s College Maheiroi’s E-Support Scheme.

The Manipur Technical University has also started offering MBA courses from academic session 2021-22, he added.

The governor also informed that a tribal boy’s hostel with 150 inmate capacity is under construction at Adimjati Sikhsha Ashram complex and is targeted for completion soon.

Moreover, four hostels each for SC students and OBC students are being constructed with a total project cost of Rs. 28 crore, he said adding 87,555 students belonging to minorities, OBCs, SC and EBCs were also given scholarships during 2021-22 amounting to Rs. 54.20 crore.

Under PMJVK, development of eight sports complexes, three Hunar Hubs, infrastructure development of Shirui Festival and augmentation of Luwangpokpa Multi-Sports complex for total project cost of about Rs. 172 crore was approved by the Centre during the current financial year, he informed.

The HAJ House is also being constructed at a unit cost of Rs. 10 crore at Lilong in Thoubal district, he added.

In terms of relief and disaster management in the state, he informed that the government had sanctioned Rs.18.59 crore from State Disaster Response Fund for taking up various containment measures for COVID-19 in the state.

Moreover, a sum of Rs 12 crore was also sanctioned for payment of ex-gratia to the next of kin of the deceased due to COVID-19 in the state, he added.

Considering that Manipur is located in Seismic Zone-V, the state government has implemented the National Seismic Risk Mitigation Programme (NSRMP) to reduce vulnerability to natural disasters, said Ganesan.

In his speech the governor also congratulated all the newly elected members of the House on winning the people’s mandate.

He said, “I extend my best wish to all, as you take the responsibilities entrusted upon you. I am hopeful that individually and collectively, you will uphold the values enshrined in the Constitution of India.”

“My government will continue to work for welfare and inclusive development of the state. I look forward to the whole-hearted support and commitment of all the members of the House,” he added.
