Repeal MLRLR Act, adopt common land law: Senior citizens

Senior citizens believe that there are some external influences and ethnic politics to crumble the state, said former acting chairperson of Manipur Human Rights Commission.

Stating that the Manipur Land Revenue and Land Reforms Act, 1960, was implemented before Manipur got statehood and does not extend to the hills but only the valley, the Senior Citizen for Society, Manipur, on Tuesday called for repealing it and adopting a new common land law.

Speaking to the media at the office chamber of the former chairperson of Manipur Human Rights Commission located at Loklaobung in Imphal West, Khaidem Mani, general secretary, Senior Citizen for Society, said that the Act was implemented before statehood and extends only to the valley and not in the hills.

There is an imbalance, he said pointing out that 92 per cent of Manipur is covered by hills and only 8 per cent by the valley, and people from the hills can settle anywhere, irrespective of hill or valley, but the valley people are allowed to settle in 8 per cent valley area, he said there is an imbalance.

To administer the state systematically, the Act should be repealed and a common land law adopted, Khaidem Mani said, adding that senior citizens extend their support to the demand for NRC and setting up of a population commission.

“We should stop playing divide and rule among the 36 communities of the state”, said Mani.

Senior citizens believe that there are some external influences and ethnic politics to crumble the state. Whether it may be external or internal influence, all communities of the state should stand together, maintaining unity and integrity, he said.

He said that it is very unfortunate to hear that some are demanding homestead land and that it is totally wrong. The present context of Manipur is very serious, it is not a time to obey external influence, Mani said, adding that everybody knows that the influx of immigrants from Bangladesh, Nepal and others is increasing.

He mentioned that NRC has been implemented in Assam. India is a sovereign country; the state government should pressure the centre to implement NRC in the state as well to protect the state, he added.

He suggested the majority community to gather together and discuss the matter for unity and integrity.
