PWD releases revised schedule rates

The Public Works Department, Government of Manipur, on Wednesday published the 17th Manipur Schedule of Rates, 2022 in two volumes (Volume 1 - MSR for building works and Volume 2-MSR for road and bridges) at PWD Conference Hall located at Khuyathong.

Addressing the media, chief engineer of PWD, Kh Temba, said that the Manipur Schedule of Rates (MSR) is updated as 2022 edition, it being a comprehensive document for estimation of civil works in the state for road and bridges, buildings, water supply and sanitation installation. The schedule of rate is used as a standard documentary reference by government departments, public sector undertakings, private sector builders, architects, entrepreneurs etc in Manipur, he added.

Till now, PWD Manipur has been using two schedules of rates for road and building works, including national highway and other centrally funded works and other state funded works. But it creates differences in rates for the same kind of work in the same area of the state. Therefore, this year’s publication has been decided for a single schedule of rate for road and bridge works to be able to issue to bring similarities in the estimates, Temba said.

“MSR 2022 volume-2 (road and bridge works) has been prepared based on Standard Data Book-2019 issued by Ministry of road transport and highway (MORTH)”, Temba said and added that this schedule of rates should be applicable for construction and maintenance of roads, culverts and bridges in the state.

He informed that since 1952 the MSR has been published from time to time. Due to lack of stable rates and COVID pandemic, PWD was unable to update MSR in time after the 2017 edition, he said.

The MSR volume-II (road and bridge works) is updated from time to time and utmost care has been taken to improve on the preceding schedule, he added.

“Due care has been taken to print the schedule of rates as correctly as possible. However, if errors and omissions might have crept in, it may kindly be brought to the notice of the SSW of PWD, Manipur”, Temba said.

The MSR, 2022 volume-II (road and bridge works) incorporates most items of MSR (NH) 2018. The schedule of rates is based on the current market rates at Imphal.

The schedule adopts with immediate effect, he added.

It may be informed that according to volume-II (road and bridge works), all rates in the MSR 2022 are exclusive of GST and Labour Cess. Hence, while framing, the estimate applicable GST and Labour Cess should be added. Therefore, while sanctioning projects/deposit works with estimates framed with the MSR 2022, no deduction of GST and Labour Cess should be made by sanctioning and depositing authority.
