Public spat between oil dealers and CAFPD on petrol stock position

Director urged to clarify on present stock petrol at Malom depot

The Manipur Petroleum Dealers Fraternity has urged the director of CAF&PD, government of Manipur, to clarify on the present stock of MS (Petrol) to the general public to avoid any misconception as press statement from director about the sufficient stock and supply has created havoc to the general public.

The fraternity wrote a letter to the director with a copy to chief secretary, government of Manipur and State Level Co-Ordinator, IOCL, Manipur, on Sunday seeking clarification as a press release by the directorate of CAF&PD, government of Manipur, on August 22, 2024, Ref No. 4/13/2020-DCAF&PD about the sufficient stock and supply has created havoc to the general public.

The Retail Outlet dealers are unfortunately seen as a black marketeer which tarnish the image of RO dealers who are working relentlessly day in and day out for a smooth supply of petroleum products to the general public, the fraternity stated in the letter.

The statement explained that the indent created for MS (Petrol) was executed on the same day previously, but it takes three/four days at present which leads to dry out of MS in RO dealers of IOCL. The supply of MS for IOCL has drastically reduced. Even though the indent was sent for 12 kilolitre (KL), MS it was issued only 4 KL to 8 KL, it stated.

It mentioned that a local news reported that 325 Kilolitres of MS stock was executed to 47 RO’s from Malom Depot on August 25. But this is a serious blunder/unfair given the prevailing petrol demands in the state as there are around 100 above IOCL RO’s in the valley out of which only 47 RO’s were allotted, it stated.

“This has led to a bottleneck situation for the public as many RO’s have been kept dry. Hence, we suggest the same Kilolitres to be allocated from August 26 to all the RO’s since your good office has confirmed the adequate stock is available at Malom Oil Depot which will stop the public rushing, queuing up in few RO’s”, the fraternity stated in the letter to the director.

For BPCL, HPCL and Nayara Energy, supplies are dependent from outside as there is no oil depot in the state. With no convoy movement and current condition of national highways especially with landslides (and Blockades), 80%-90% RO’s have dried out, the fraternity stated.

The fraternity continued that till date, only two-three loaded convoys have reached Imphal for this month which have created serious supply issues for BPCL, HPCL and Nayara Energy Outlets around 55 RO’s in valley areas.

In such a prevailing situation, it is not possible to meet the demands of MS (petrol) for the general public which have left RO’s with no option other than to resort to ‘Petrol Nil’ signboards which unfortunately contradicts with the recent government notification of enough stock available. So, the Petroleum Dealers Fraternity of Manipur requested to provide further clarity from the directorate of CAF & PD, government of Manipur, to avoid any further misconception being formed by general public that RO’s are mismanaging the product supplied by IOCL Depot under the watch of CAF & PD, government of Manipur.

The petroleum dealers fraternity also demanded the clarification of the current stock of MS (Petrol) and HSD (Diesel); current demands of MS (Petrol); per day supply of MS (Petrol) to RO Dealers excluding government supply and conditions of highways and convoy situations of petroleum products.
