The Hmar Students' Association (HSA), Churachandpur Joint Headquarters has lauded one of its members, James Dalthangsang of Saidan village for highlighting the poor healthcare system in Pherzawl district by filing a PIL.

A press statement by HSA has stated that in the litigation disposed off by the Court on October 12 James has informed the Court that

Hmar people in Pherzawl, particularly in Senvon, Leisen, Lungthulien and Parvachawm villages have no access to healthcare programmes being undertaken by the government under the National Health Mission (NHM) as most of the healthcare institutions in the district are non-functional,

The student body agreed with the facts submitted by James Dalthangsang before the Court and it would like to add that all PHCs in Hmar villages in Pherzawl district have no fully fledged medical practitioners, health programmes and healthcare facilities. The district has no preventive care or longer response time in emergencies. CHC Parbung has just one doctor and three nurses working 24x7, it said.

It further said that although the government has promised quality healthcare in rural areas, there is no quality medical care in Pherzawl district. There are vacant posts for doctors and paramedical but never filled up by the concerned department. The few posted regular doctors and nurses are nowhere to be seen in the PHC and PHSC.

Even life saving drugs are not available in PHC and PHSC. No healthcare camps were conducted under the CMO and no free medicines were distributed among the rural poor and needy women, said HSA.

The student body would like to extend all possible help to the Court in the conduct of an on-the spot inspection of medical healthcare institutions, doctors, healthcare workers and facilities present in Senvon, Leisen, Lungthulien and Parvachawm villages, it added.

The directives of the Court would be complied with and followed by the CMO and deputy commissioner of Pherzawl district, director of Health Services and commissioner and secretary of the state at the earliest, said HSA.
