Nothing's right about MGNREGA implementation in Moreh area: HTC

The HTC Moreh unit pointed out several malpractices in the implementation of MGNREGA and urged the government to either fix the wrong practice or withdraw the scheme.

The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) has not been implemented properly in Moreh area under Tengnoupal district in Manipur since the past several years, the Hill Tribal Council Moreh said.

“Nothing has gone right about the implementation of MGNREGA in Moreh area,” the HTC Moreh said in a release.

Its initial implementation benefited its targetted rural poor section of the society, hence people are looking forward to its proper implementation, the HTC said.

Pointing out several malpractices in the implementation of MGNREGA, the HTC urged the government to either fix the wrong practice or withdraw the scheme.

The HTC stated that work order are not released in time and the fund meant for material components are not released nor do the concerned department issue materials.

The HTC also stated that many genuine job-card holders whose bank accounts have been collected are denied payment of wages through individual bank accounts.

E-Muster roll is not issued which is required during execution of the works, and the concerned department issue emergency notice to carry out work only when it’s time for social audit, it stated.

The concerned department recorded and declared completion of work even before implementation of the actual work and remit wages to individual job card holders’ account without checking or verifying the attendance, the HTC added.

There are other malpractices going on in the implementation of work under
MGNREGA in Moreh area, the HTC said, adding that repeated complain and appeal
for rectification of the anomalies remain unheeded.

The HTC appeal to the authorities concerned to make thorough enquiry and rectify the wrong practice or withdraw the scheme.
