MLA Sagolband assembly constituency RK Imo Singh on Monday wrote a letter to Union Home Minister Amit Shah briefing about the fresh violence which rocked Manipur with Kuki terrorists launching drone strikes on civilian population and security forces since Sunday.
The Central government has to hand over the unified command to the state government headed by the chief minister and allow action as per the procedures prescribed by law to bring peace and normalcy in the state, RK Imo stated in a letter addressed to Amit Shah.
It seems the presence of around 60,000 central forces in Manipur is not yielding peace, thus it is better to remove such forces that are mostly present as mute spectators, it said.
“We are pleased with the action to remove certain units of AR who were not cooperating with the State government and the public, but if the presence of these central forces cannot halt the violence, it is better to remove them and allow the state forces to take charge and bring peace in the state,” it mentioned.
The present set up is not able to halt such violence, thus handing over the unified command to the elected government is the need of the hour.
The acts of terror by the Illegal Armed Militants/Terrorist are responsible for the death of two individuals including an innocent woman and injuring children, security forces amongst others, it mentioned.
It pointed out that this violence is followed right after the day where the so-called peace rally was conducted across the state. It reiterated that it is not a mere ethnic conflict, these are acts of terror by illegal armed insurgent/militant groups against the state of Manipur with a larger interest which we all are aware of now.
With the conflict now prolonging even after 15-16 months since May last year, one expected that the days of violence were left behind with more concentration on a political dialogue to bring to a permanent and peaceful solution, but a certain group/section just wants this violence to continue to serve their larger interest, it stated.
“The attack has now been upgraded to drone attacks and shelling which we see in other neighboring countries. It is at this juncture that I am resorted to questioning the Central government regarding the actions related to stop this violence,” it stated.
The Central government has to take more stringent measures against these illegal armed militant/insurgent groups who have violated ground rules of SoO.
Union Home Ministry has to abrogate SoO against these groups who are constantly behind the spread of further violence, which the Manipur Assembly took a firm resolution earlier this year, it added.
It urged to investigate the funding and supply of these arms and ammunition which are constantly spreading more terror in the state.
It reiterated that a mere ethnic conflict should not last for such a long time but it has continued t for nearly a year and a half due to the support and supply of illegal arms and ammunition. One has to act and stop these supplies immediately to halt all kinds of violence in the state, it stated.
Political dialogue and engagement between all stakeholders should be initiated at the earliest by the Central government to bring to a permanent and peaceful solution. This process may take some time but it has to be initiated at the earliest, it mentioned.
The people of Manipur want to see certain actions at the ground level to halt the violence immediately and work together to bring a long lasting peace in the region, it added.
