Manipur: Tamenglong district court building inaugurated after agreement

Manipur Law and Legislative Affairs Minister Th Basanta Kumar Singh said the court foundation stone was laid on February 12, 2015 and the construction took many years due to shortage of funds. The court building was completed with an estimated cost of Rs 31.8 crore after revised fund sanction.

Manipur High Court Chief Justice Siddharth Mridul on Wednesday inaugurated the district court building Tamenglong through visual video conferencing, following an agreement with the CSOs.

The inauguration ceremony was attended by Law and Legislative Affairs Minister Th Basanta Kumar Singh, law commissioner Nungshitombi Athokpam, Manipur High Court registrar general Ojesh Mutum, Manipur High Court judge including A Bimol Singh, A Guneshwar Sharma, Golmei Gaiphulshillu Kabui, Lenin Singh Hijam and Tamenglong MLA Janghemlung Panmei attended at Imphal.

At Tamenglong court building site, Tamenglong ADM Chunglenmang opened the plate in the presence of District and Session Judge Letkho Kipgen, superintendent of Police Lanmiyo Luikham, SDO Tamenglong HL Christian Home, SDO Tousem Paul Nangsha, ADC caretaker Namsinrei Panmei, ADC chief executive officer Kachamthai Faiga Gangmei and other district level officers.

On the occasion Law and Legislative Affairs Minister Th Basanta Kumar Singh said that the court building was inaugurated through visual video conferencing due to uncertain weather conditions.

He also mentioned that the court foundation stone was laid on February 12, 2015 and the construction took many years due to shortage of funds. The court building was completed with an estimated cost of Rs 31.8 crore after revised fund sanction.

The court building was constructed under the Planning and Development Authority as the implementing agency.

Meanwhile, in order to organise the inauguration successfully an agreement deeds was adopted on Tuesday between the implementing agency and various representatives of the CSOs on behalf of Tamenglong people regarding District Court Building Tamenglong at RNCM Office Tamenglong.

It was agreed upon that all the necessary redoing and reconstruction shall be completed within one month from the signing of the agreement points of defects.

The agreement was reached after inspecting the construction works jointly by Rongmei Naga Council Manipur (RNCM), Village Authority Chairmen’s Council (VACC), Chairmen and secretaries Association Tamenglong (CSAT) and Zeme Naga Council Manipur (ZNCM) along with all the contractors concerned and Planning and Development Agency (PDA).

It was agreed that the money deposited by the contractor concerned shall in no way be released without a joint written recommendation from RNCM, ZNCM, VACC and CSAT respectively on public interest and the contractor concerned must oversee the overall maintenance in principle and spirit.

Failing to abide by the agreed principles of the agreement may invite public outrage and shall borne the responsibilities by all the stakeholders undersigned, the agreement stated.

Meanwhile, the joint CSOs also submitted memorandum to commissioner of law for expedite and approval of Detailed Project Reports (DPR) for approach road, seperate water pipeline, electric light connection, power backup, retaining wall and parking load for the newly inaugurated court building Tamenglong.
