Before passing these bills, Congress MLA Keisham Meghachandra Singh moved consideration of the Manipur Staff Selection Commission Bill. In connection with the bill, he said that passing of The Manipur Staff Selection Commission Bill is highly appreciative. The bill caters recruitment of all state government posts and even autonomous bodies except assembly secretariat.

While stating that the recruitment of staff by Manipur Staff Selection Commission should be free from bias and favouritism, the Congress MLA said that the recruitment of staff for assembly secretariat can be carried out by staff selection commission without affecting the sanctity and dignity of the speaker of Manipur Legislative Assembly. As such, the bill should be amended to insert the said suggestion, he added.
