The Manipur government has imposed restrictions on the movement of people in the whole area situated within Revenue District of Imphal West, Manipur from Monday until further orders.
The latest order issued by District Magistrate, Imphal West District, Th Kirankumar on Monday prohibited the movement of any person outside their respective residences and above any other acts/activities that could disturb the prevailing law and order in the Schedule areas from 7 am of July 1 until further orders.
It said that the restriction will not apply to the government agencies involved in the enforcement of law and order and other essential services. In case of emergencies and for persons who want to take out procession for marriage, funeral etc. within the scheduled area, application(s) may be made to the District Magistrate, IW or to the Superintendent of Police, IW for permission and they will not take out procession until the written permission is obtained from authorities, it maintained.
The statement further said that the Superintendent of Police, Imphal West vide letter No 6/14/SP-IW/2024/8100 dated June 28 stated that there is apprehension regarding likelihood of serious breach of peace, disturbance to the public tranquillity or not, or an affray in the area and grave danger to human lives and properties because of the unlawful activities of some anti-social elements and requested the District Magistrate, Imphal West to issue/extend prohibitory orders under subsection 2 of Section 144 of CrPC, 1973 to the whole area situated within revenue jurisdiction of Imphal West District, Manipur with immediate effect.
Whereas, CrPC, 1973 has ceased to exist on June 30 and Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 came into effect from July 1, it stated. It asserted that such disturbances may result in serious breach of peace, public tranquillity and danger to human lives and properties.
It further said that there is emergency and circumstances do not permit serving due notice upon the public. The order issued in exercise of the Powers conferred under Sub-section 1 of Section 163 of BNSS, it mentioned. It is passed ex-parte under Sub-section 2 of Section 163 of BNSS, 2023 and is directed to the public in general, it added.
