Manipur: Porompat, Thoubal police stations submit status report to MHRC

In May this year, the MHRC made a surprise inspection of the two police stations and had taken up suo-moto cases in connection with pending cases in two police stations.

The Porompat and Thoubal police stations have submitted status reports to the Manipur Human Rights Commission (MHRC) with regards to pending cases at the stations for which the commission had earlier taken up suo-motto cases in the month of May, 2024.

The reports showed that many of the cases have been chargesheeted, some disposed of while some are under investigation.

In May this year, the MHRC made a surprise inspection of the two police stations and had taken up suo-moto cases in connection with pending cases in two police stations. The commission also issued notification to the concerned SPs of the police stations to complete investigationsz particularly rape and murder cases.

During the inspection, the commission found that 13 cases relating to offence of rape and 24 (twenty four) cases relating to offence of murder were pending for investigating at the Porompat police station. Moreover, it found that some cases had been pending for about 10-30 years. And at the Thoubal PS the commission found that 30 murder case were pending.

In the status report of Porompat PS submitted to MHRC, it shows that the PS has completed the investigation of all 13 rape and 22 murder cases. Out of the 13 rape cases, charge sheet have been submitted for four and final report have been submitted in respect of 9 (nine) cases as no evidence relating to rape could be collected. In respect of 22 murder cases, charge sheets have been submitted before the appropriate court for 10 cases and the final report has been submitted for the rest of the murder cases.

In the status report submitted by the OC of Thoubal Police Station, it appears that out of 30 cases, 11 cases relating to offence of murder ranging from 1993 to 2010 have been charge sheeted, 17 cases have been disposed off and investigation of remaining 13 cases are in progress.

“We are of the opinion that if the team of the Human Right Commission had not made a surprised visit to the Porompat Police Station, then probably nobody will know regarding the pendency of the investigation of the aforesaid cases”, stated the commission.

However, due to the investigation of the commission and also the initiative taken up by the SP Imphal East, investigation of those cases are completed and some culprits have already been booked and in some cases final report have been submitted. Regarding the final report, the informants/complainants have the right to challenge it before the appropriate court if they are not satisfied with the investigation.

MHRC directed DGP, Manipur to inform all the OCs of police stations to complete the investigation of the rape  and murder cases and other cognizable offences at an early date, so that the citizen can get justice and their human rights should not be violated either by the police authority or by any other authority without applying prescription of law.
