Manipur Human Rights Commission enquires on translation facilities

The MHRC registered a case in connection with a complaint file by an advocate Thokchom Tomba praying for a recommendation for the translation of various central welfare schemes named in Hindi into Manipuri.

The Manipur Human Rights Commission (MHRC) on Saturday asked the Information and Public Relations (IPR) and Manipur Language departments, if there are any steps or proposals for translation of all central welfare schemes written in Hindi into Manipuri. The replies are to be submitted on or before June 6.

The MHRC registered a case in connection with a complaint file by an advocate Thokchom Tomba praying for a recommendation for the translation of various central welfare schemes named in Hindi into Manipuri which is also a scheduled language under 8th schedule of Indian Constitution so that the citizens of the state may effectively and fully avail the benefits from the central welfare schemes.

The complainant stated that India is a welfare state doing a number of development as well as welfare works as mandated by Part-IV (DPSPs) of the Indian Constitution read with Preamble. All the citizens of the state have the right to enjoy the benefit accruing from the developmental as well as welfare works.

The BJP government under the leadership of Prime Minister Narendra Modi has been doing a number of developmental works under various schemes which are named and written in Hindi or English. Therefore, inability to read and know the programme being written in Hindi or English has been a major stumbling block to the proper execution of the programmes, said the petitioner.

The commission has examined section 2(d) of PHR Act, 1993 which defines human rights as rights relating to life, liberty, equality and dignity of the individual guaranteed under the constitution or embodied in international covenants and enforceable by court in India and the rights include green rights.
