Manipur Health Directorate to take action against Smart Security Service

The Directorate of Health Services, Manipur said that it will take up appropriate action against Smart Security for “unethically interfering in the open tender process”.

The Directorate of Health Services, Manipur on Sunday said that it will take up appropriate action as per the tender norms against Smart Security Service for “unethically interfering in the open tender process” and issued a clarification regarding the allegations raised by the latter.  

Concerning the tender for security services of Churachandpur Medical College, the news article published by Smart Security Service in local dailies and electronic media, alleging the officers of the Directorate of Health Services of committing irregularities in a tender process have tarnished the image of the department, stated a release signed by state director of health services Dr Khoirom Sasheekumar Mangang.

The directorate followed all due procedures adopted while opening and evaluating the tender, it stated. The tender is still in the technical stage and financial bids are yet to be opened, it mentioned. The opening of bids was done in front of representatives of all the bidders and no close-door exercise was done at any point of time, it added.

It further stated that the Directorate of Health Services invited bids for providing Security Services at academic block, hostel and hospital block of Churachandpur Medical College on October 13, 2022. Subsequently an addendum was issued on October 21, 2022, it further stated, adding, the Tender Notice was advertised in the leading newspapers and also uploaded in the Directorate Website.

This directorate received bids from seven) firms, it continued. Representatives of all the firms were invited to the tender opening and technical evaluation scheduled on October 26 at 2 pm as per Notice of even number dated October 24, it stated.  

It mentioned that the Opening and Technical Evaluation Committee headed by director, Churachandpur Medical College and additional director (MC), Directorate of Health Services, Sr Administrative Officer, Joint Director (MC), Joint Director/SNO (CMC) opened and evaluated the technical bids in front of Representatives of six firms which were present during the Tender opening including representatives from M/S Smart Security Service.

While opening the tender, the committee found that in respect of Smart Security Service, an envelope containing tender fee and EMD was not found, it stated.

The representative of Smart Security Service in front of all the bidders said they might have mistakenly put Tender Fee and EMD in the Envelope containing Financial Bid, it further stated. Further in respect of Sona Security Agency, the firm requested the committee for submission of No Legal Dispute Certificate in front of all the bidders and the Committee Members, it added.  

The committee kept the matter in front of all the bidders, for consideration that, if all the documents of Smart Security Service are submitted correctly, the firm may be made to qualify the Technical Evaluation, subject to finding of the tender fee and EMD in the sealed Financial Bid Envelope on the day of opening the Financial Bid and also for Sona Security Agency for considering if he may submit the required documents, it stated.  

However, the other bidders present in the meeting objected to the proposal put forth by the committee as it is against the rule of Tender, it added.
