‘Manipur government has 6,885 outstanding UCs amounting to Rs 9,999.27 crore’
Social researcher Serto Tondana said that of the total 39 departments, the Rural Development and Panchayati Raj (RD and PR) has the maximum outstanding amount at Rs 3,936,30 crore with a total outstanding UCs of 569, while the Food and Civil Supplies has zero outstanding UCs.

Stating that there are 6,885 outstanding utilisation certificates of 38 departments of the state government amounting to Rs 9,999.27 crore in the report of the Comptroller and Auditor General of India for the year ending March 31, 2019, social researcher Serto Tondana on Thursday said that this shows the big failure of the government in running the state.
Addressing the press about “Outstanding UCs of Manipur” at Manipur Press Club in Imphal West, Serto said that the audit report for the year ending March 31, 2019 was placed before the table of the State Legislature on March 25, 2022.
As per the report, of the total 39 departments, the Rural Development and Panchayati Raj (RD and PR) has the maximum outstanding amount at Rs 3,936,30 crore with a total outstanding UCs of 569, while the Food and Civil Supplies has zero outstanding UCs.
The progressive average, up to the year 2008-09, was only 75.3 and the progressive average up to the year 2018-19 is 7887.87, he said adding the UCs awaited since 2017-18 is above 1,000 every year and the amount is around Rs. 2,000 crore every year.
“Such report of the state government clearly shows that there is lack of transparency in the utilising the government’s fund and the government is not a healthy government. It is one of the most dangerous disasters in running the government,” he added.
Serto suggested that taking up an aggressive drive on the uses of government’s fund like the effort given in the “War on Drugs” by direct monitoring by the concerned ministers and the chief minister will be very helpful in bringing transparency in running the government.
