Manipur government agrees to implement 7th pay for JNIMS employees; stir called off

The Manipur government on Sunday signed an MoU with the agitating employees to implement the 7th Pay Commission in JNIMS with notional effect from January 1, 2016 as a special case and to implement it with effect from April 1, 2021.

Employees of the Jawaharlal Nehru Institute of Medical Sciences (JNIMS) under the aegis of Teachers Association (TA), Trained Nurses Association (TNA) and Association for All Non-Teaching Staffs (AANTS) on Sunday called off their agitation over non-implementation of 7th Pay with immediate effect.

The decision was taken after the state government signed a Memorandum of Understanding (MoU) with the agitating employees to implement the 7th Pay Commission in JNIMS with notional effect from January 1, 2016 as a special case and to implement it with effect from April 1, 2021.

“The rare exception was made only in the wake of duties performed in tackling COVID-19 pandemic requiring extra hours of work and uninterrupted services, often at risk to personal life. Hence, it should not be cited as a precedent by other autonomous bodies, societies, PSUs under Government of Manipur,” the MoU stated.

On Saturday, the employees’ association of JNIMS rejected the chief secretary’s assurance of 7th Revision of Pay (ROP) with effect from April 1, 2020 as it was without notional effect, and held on to its demand of implementing the pay with notional effect from January 1, 2016. Subsequently, in April the representatives of the three JNIMS employees’ bodies held another round of talk with representatives of the Health department chaired by advisor to CM (Health) Sapam Ranjan.

The Finance department also agreed to consider the request of TNA for adoption of Modified Assured Career Progression (MACP), the MoU stated. Following the agreement, the aggrieved employees immediately resumed normal duties.

JNIMS employees under the aegis of TA, TNA and AANTS have been demanding the implementation 7th Pay Commission, citing that most of the government employees of the state had been given the revised pay since April 2019.  Taking this into account, JNIMS employees demanded that 7th pay be provided notionally from January 1, 2016; with effect from April 1, 2019, and payment in cash of salary from April 1, 2020.

The state, however, proposed that they will implement the 7th commission pay scale with effect from April 1, 2021.

The employees had launched several forms of agitation spearheaded by the three JNIMS employees’ bodies. However, last Thursday the staff of the lone state-run medical college tendered mass resignation after a deadlock over talks with the state.
