Manipur DGP asked to submit report on Jiribam

The Manipur Human Rights Commission (MHRC) directed DGP Manipur to submit preliminary status report regarding the prevailing law and order situation in Jiribam district at the relevant time on or before July 11.

The Manipur Human Rights Commission (MHRC) on Tuesday issued notices to DGP, Rajiv Singh; Kuldiep Singh, Advisor (security) government of Manipur; chief secretary; commissioner (Home), Government of Manipur, DC Jiribam, SP Jiribam District, in connection with allegation against them for neglecting security measures in time.

The commission directed DGP Manipur to submit preliminary status report regarding the prevailing law and order situation in Jiribam district at the relevant time on or before July 11.

The commission issued the notices in connection with complaints lodged by Saikhom Kamala Kanta Singha and Fanjowbam Lokenath Singha, a resident of Cachar, Assam; the former is a resident of Silchar while the later is a resident Karaikandi, Cachar, Assam.

They filed the complaints for a direction against Rajiv Singh, DGP, Manipur as well as Kuldeip Singh, advisor (Security) to the government of Manipur, by name, and also to the state respondents for providing compensation to the Internally Displace Persons (IDPs), who are the resident of Jiribam district, particularly the Meitei villages namely, Lamtaikhunou, Loukoibung, Harinagar, Naryanpur, Bhutangkhal and Leisabithol. These individuals had to leave their respective houses due to the gun fired by the Kuki-Zo Militants as the respondents failed to comply with instruction/suggestion of the secretary to the Chief Minister of Manipur which has been written to the DGP, Manipur as well as to the advisor (Security), Kuldiep Singh, government of Manipur and other state respondents in various occasion.

“We are not expressing any opinion regarding the statements made in the complaint petition at the motion stage before getting the preliminary status report from the concerned authorities, however we are prima facie of the view that if the authorities concerned acted on the request of the Secretary to the Chief Minister, Manipur as well as the message of the District Police, Jiribam in time, then probably more than hundreds of families would not leave their houses due to the alleged firing by the alleged Kuki-Zo Militants”, stated the MHRC.

Hence, the MHRC issued the notice returnable on or before July 11 to concerns.
