Manipur: Demands amounting to Rs 34,48,29,29,000 passed

On the morning session of the eighth day of the 12th Manipur Legislative Assembly (6th Session), Leader of the House N Biren Singh, while replying to a question raised by MLA K Leishiyo of Phungyar AC, informed the House that the number of schools in each ADC are 187 in Churachandpur, 130 in Chandel, 190 in Kangpokpi, 141 in Senapati, 164 in Tamenglong and 165 in Ukhrul, totalling to 977 schools.

Further, N Biren Singh mentioned that the recruitment for 750 posts for teaching and non-teaching staff, with 125 posts each for six ADCs have been initiated.

In a query raised by MLA Irengbam Nalini Devi of Oinam AC, Education Minister Th Basanta Kumar Singh informed the House that there are plans to fill up the shortage of teachers in Ngaikhong High School and also, the residential hostel for Ngaikhong High School will be completed as soon as Central Government disbursed its Fund.

Replying to a supplementary question raised by Irengbam Nalini Devi, Minister Th Basanta Kumar Singh said that funds amounting to Rs 357.58 lakh were sanctioned on 2021-22 for the construction of 100 bedded hostel of Ngaikhong High School. The construction till slab level has been completed and the first installment of Rs 143.03 lakh have already been sanctioned and the process of sanction for the second installment of Rs 143.03 lakh is underway.

Replying to a question raised by MLA S Premchandra Singh of Kumbi AC, Fisheries Minister H. Dingo Singh said that the Department of Fishery, Government of Manipur has been developing the infrastructure of the Regional Pengba Fish Seed Farm, Haotak since the last five years.

In response to another query raised by MLA Leishiyo Keishing of Phungyar AC, Education Minister Th. Basanta Kumar Singh said that there are no renovations and maintenance of works yet for the Boys and Girls Hostel of Phungyar Higher Secondary School at Phungyar Headquarter, Kamjong District, as the renovation and maintenance works is not supported by the guidelines of Samagra Shiksha.

Replying to a supplementary question, Th. Basanta Kumar Singh replied that the matter of renovations and maintenance for the Boys and Girls Hostel of Phungyar Higher Secondary School will be included in the proposal for the coming year.

Replying to a query raised by MLA S Premchandra Singh of Kumbi AC, Education Minister Th. Basanta Kumar Singh informed the House that there are no plans yet to convert Aided Colleges to Full-fledged Colleges of the Government.  The Department is trying to make amendments to the existing rules concerning to it to enable the upgradation of the colleges at the earliest.

Later, the House today passed seven Demands for Grants amounting to Rs 34,48,29,29,000. The Demands for Grants are Demand No. 4 – Land Resources, Demand No. 5 – Finance Department, Demand No. 28 – State Excise, Demand No. 29 – Sales Tax, Other Taxes/Duties on Commodities and Services, Demand No. 41 – Art & Culture, Demand No. 45 - Tourism, and Demand No. 50 – Information Technology.
For i) Demand No. 4: Land Resources a sum of Rs 146,03,45,000, ii) Demand No.5 – Finance Department: a sum of Rs 2913,53,12,000 iii) Demand No. 28 – State Excise: a sum of Rs 21,85,30,000 iv) Demand No. 29 - Sales Tax, Other Taxes/Duties on Commodities and Services: a sum of Rs 7,70,01,000 v) Demand No. 41 – Art and Culture: a sum of Rs 56,91,01,000, vi) Demand No. 45 - Tourism: a sum of Rs 146, 62,26,000 and vii) Demand No. 50 – Information Technology: a sum of Rs 155,64,14,000 have been granted and passed in the House for the financial year ending 31st March, 2025.
Later, Chief Minister N Biren Singh introduced The Manipur Goods and Services Tax (Seventh Amendment) Bill, 2024 (Bill No. 17 of 2024) on the floor of the House.

Th. Basanta Kumar Singh, Minister (in-charge of Law and Legislative Affairs) also introduced The National Law University, Manipur Bill, 2024 (Bill No. 16 of 2024) on the floor of the House.
