The Manipur Pradesh Congress Committee (MPCC) has questioned Union Home Minister Amit Shah for excluding concerned chief minister, N Biren Singh, from the high-level meeting on Manipur in New Delhi.
The party termed it as a complete violation of 7th schedule state list subject of the Constitution of India.
Addressing the media on Tuesday evening in Imphal, MPCC president Keisham Meghachandra raised questions with regards to handling of state issues, expressing dissatisfaction over effective governance.
“The government talks big but there is no proper meeting to address the ongoing issues. How long will we continue like this”, Meghachandra questioned.
“Discussing state’s matters by central leaders without inviting the chief minister amounts to violation of the seventh schedule of the constitution. It is a complete breakdown of democratic system of India,” he expressed.
Moreover, he asked whether Article 355 of the Indian constitution was being invoked, a move that allows for the centre’s intervention in the state affairs.

Meghachandra also said that there is no formal announcement of the imposition of article 355 or 356 in the state even as only the chairman of the unified command and DGP were called for the meeting.
However, conducting a meeting with the chairman of the unified command, DGP and chief secretary as state representative is very unfortunate, he said.
“How can only the chairman of the unified command and DGP rule the state,” he questioned, stating “We are human beings, not animals living in the jungle. We are bonafide citizens of India and the government of India should not neglect us.”
He said that the union government had announced for border fencing along Indo-Myanmar, scrapping of FMR in the media. But in reality nothing is done, he alleged.
“There are also various versions of the Manipur issue by the Centre government. They say that the conflict is between two communities, then that illegal immigrants from Myanmar caused the conflict and again putting it on narco terrorists. It seems even the Centre is confused about the Manipur issue”, said Meghachandra.
He also condemned the centre for not being able to end the conflict despite the union home minister having announced to settle it after the MP election. He also expressed the suffering that people are enduring due to conflict.
