The Manipur Pradesh Congress Committee (MPCC) on Monday submitted a memorandum to the Governor and Chief Secretary of Manipur demanding that no government department or employees should be made to get involve in events of political parties.

Addressing the media in front of Raj Bhawan, Imphal after submitting the memorandum to Governor La Ganesan on Monday, MPCC vice-president L Tilotama Devi alleged that an Assistant Publicity Officer (APO) of Directorate of Information and Public Relation, Kishan Longjam had assisted the BJP in its activity of holding mega health camp at Bishnupur district.

The APO had invited media houses for coverage of the said programme which is organised by the BJP Bishnupur Mandal, using the letter issued under state government’s DIPR official communiqué, the VP asserted.

As the state has adopted Central Civil Service (CCS) Rules, using state government employees in any political activities of any political parties is illegal and it is a violation of Rule 5 of CCS (Conduct) rules, 1964, Tilotama said. She also appealed to the Governor and other concerned authorities to give compulsory retirement to APO to ensure that government servants are not seen publicly as the extension of any political parties in the state of Manipur.

Recalling that a singer was suspended for performing in a political campaign during the election for being a government employee, she demanded the authorities concerned to take disciplinary action in this incident too so that such misuse of government machinery may not recur in future.
