Man involved in manipulation of village map in custody
Supervisor Kanungo (SK) of SDC Lilong office has been remanded in 15-day judicial custody till June 26 for his alleged involvement in manipulating the map of 17-Chaobok revenue village.

The Chief Judicial Magistrate, Imphal West on Wednesday remanded a supervisor Kanungo (SK) of SDC Lilong office in 15 days' judicial custody till June 26 for his alleged involvement in manipulating the map of 17-Chaobok revenue village.
Supervisor Kanungo (SK) Md Shah Daud Khan, 50, son of (L) Inder Rahman of Lilong Bazar, Thoubal district was arrested on June 11 and had been in police custody for five days in connection with the alleged manipulation of the original map of 17-Chaobok revenue village.
In the same case, retired head draughtsman Soibam Luke Singh,74, son of (Late) S Manaobi Singh of Singjamei Wangma Bheigyabati Leikai, Imphal-East district and retired supervisor kanungo, revenue Department Okram Munal alias Maimu, 69, son of (Late) O Chaoba Singh of Thoubal Kiyam Siphai Babu Bazar, Thoubal district were remanded in judicial custody till June 15.
Counsels of Soibam Luke and Okram Munal filed applications to release them on bail but the court rejected as the investigation of the case has been in progress and need to investigate smoothly.
From the submission of the investigation report by the investigating officer, the court stated that Shah Daud “was involved with fraudulent and dishonest intentions while preparing by increasing land in the Zamabandi Patta of 604 in the name of Asem Brajamani.”
Further, they used a false redrawn map and it was provided as genuine documents to the government of Manipur as well as to the general public, the court stated.
From the submission, the court noted that Shah Daud Khan is a habitual offender who has committed crimes repeatedly and was also involved in another two cases in FIR of Thoubal Police station under section 409/420/120-B and at Lilong Police Station under section 465/466/468/471/34 IPC added 420/409 IPC.
After considering the available documents, the court ascertained that the case was committed by Shah Daud Khan with afterthought and in a cool pre-planned manner in conspiracy with each other for their wrongful gains and causing loss to the general public, the court stated.
“A sudden and unpremeditated fight or as a result of provocation in a moment of passion might cause a heinous crime of murder, whereas this particular crime was committed in a cool thought with a well pre-planned manner for one’s wrongful gains and to the ruins of the public. So, the case committed by Shah Daud Khan is unpardonable by the law of justice,” the court stated.
The investigation of the case is actively progressing and to facilitate the prosecution to carry out the investigation, Shah Daud Khan is remanded in judicial custody, it mentioned.
