MAHUD minister Yumnam Khemchand has said that the election for local bodies was delayed due to the pandemic and it will be conducted in September and October.

He was responding to a motion of policy cut raised by opposition MLA K Meghachandra on the assembly floor on Wednesday during the second session of 12th Manipur Legislative Assembly.

Meghachandra raised the policy cut motion regarding the inability to conduct local body elections in time.

He elaborated that as the elections of local bodies including ADC, Imphal Municipal Corporation and others are not conducted as per schedule, the tenure of the past elected members is being extended as caretakers.

He further raised the possibility of funds being issued under the Finance Commission.

On a different agenda under the same policy cut motion, Meghadchandra said that the Smart City project of Manipur was launched in 2017-18. Since the implementation of the project, the past Congress government completed various components of the project but it is becoming a failure now under the present government. He said the core infrastructure of the project was already started by the then Congress government.

Under the present BJP led government, no change has been made under the project besides the foot bridge, installation of railings on footpath along the Kangla park stretch, he said.

Responding to the policy cut motion, MAHUD minister Y Khemchand informed the House that due to the pandemic and unwanted incidents occurring during the pandemic, election for the local body which was to be conducted in February was delayed.

The election will be conducted in September and October, he added.

Khemchand agreed that 90 per cent of the drainage system in Imphal City is a failure. However, with the new master plan of the project, new development on traffic control, education, pollution and others could be witnessed soon, he added.
