'Labourers not getting benefits out of labour cards due to lack of awareness'

Proper documentation of the labourers needs to be done and their registration at the labour department is also required, resource person advocate M Purnimashi said.

Raising concerns that labourers are not getting benefits out of their labour cards due to lack of awareness, para legal volunteers on Monday laid stress on the need to organise legal awareness programmes at headquarters or sub-divisions of each district in Manipur.

The para legal volunteers were speaking at an online awareness programme organised for para legal volunteers and senior citizens of Tamenglong on the topic ‘Manipur Building and Other Construction Welfare Scheme, 2016 to assist labourers in availing benefits provided in the Scheme through PLVs’.

District and Sessions Judge, Imphal West A Guneshor who is also the chairman of DLSA, Tamenglong said that the programme is important as it gives awareness on availing the benefits of the schemes. He pointed out that in Tamenglong, a lot of construction works are going on in many fields like construction of roads, railways lines, building construction etc.

These works will continue for a long time and therefore, it is necessary for the labourers to get the benefits from these schemes. “We have been organising these programmes to provide awareness to the para legal volunteers and labourers of Tamenglong on these schemes,” he added.

Advocate M Purnimashi as a resource person provided information to the labourers of Tamenglong on how to get labour cards.

“First of all, we have to identify the labourers who are currently working at the construction sites i.e. road construction, railways line construction, or building construction or those who are working for extracting stones, sand, brickfield or others work etc.,” she said.  

Proper documentation of the labourers needs to be done and their registration at the labour department is also required, she said.

After registering, the card can provide many benefits to the labourers. If a labourer gets into an accident or gets injured during the time of working he or she will get Rs 5,000 within five day, she informed. If he or she is hospitalised for more than one month, he or she will get up to Rs 1,00,000 as per the nature of accident or injury, she said.

Not only that, children of labourers will get benefits of scholarships, she said. At the time of pregnancy labourers will get benefits, and they will get pension scheme benefits at retirement, she added.

The programme was attended by judicial officers, para legal volunteers, and labourers.
