The KCMPWC ( Karam Chingshang Maring People’s Welfare Committee) has drawn the attention of the Manipur government the ongoing issue of incomplete PMGSY road construction from Rilram Centre to Sairel Saichin, Part - III ( Saibol to Moirengthel) 17.07 km, Stage - II under PIU-I, Tengnoupal, Manipur.
A release by Marem Hopeson, Convenor, KCMPWC and Marem Kumar, general secretary, KCMPWC stated that the KCMPWC has set a 30 days' ultimatum for the construction Agency namely, M/S Mingyao Ruivanao, government special contractor to resume the pending work and reminded of the legal consequences if he fails to comply within the given timeframe.
Therefore, in this serious matter, the KCMPWC urges the concerned department to initiate an immediate necessary action against the erring contractor and party for failing to comply with the guideline as per approved norms and time frame, the committee stated.
Accordingly, the project PMGSY road package no. MN0-2175, phase- XI, stage- II was awarded to M/S Mingyao Ruivanao, tender amount Rs 835.20 lakh, Issued work order 2018-2019, it stated.
That, it has been 22 months ago since the work was put on hold. Moreover, the work has
been lapsed and even maintenance is due to expire this year 2024, the committee stated, adding that there is no sign of resumption of the unfinished construction work for completion so far. Instead some unknown persons, suspected to be the contractor, had shyphoned off one trip of shaktiman full of bitumen barrels from the work side which is kept for black topping purpose on May, 24, 2024 (MP election 2024 ), the committee alleged.
Therefore, it is felt that the contractor as well as the department concerned, MS RRDA/RED-Govt. Of Manipur, have shown lack of sincerity and displayed apathy towards the struggle being faced by the people living in the extreme border of the hilly region due to lack of proper road connectivity, the committee stated.
In view of the above fact reasons, the KCMPWC, on behalf of the general public, appealed to the relevant higher authority to redress such grievances of Inter- Village transportation. It warned that failing to do so will lead to a series and various forms of further course of agitation without any warning.
