IPAK steps up against bribery, to monitor rural development block officials

Indigenous People of Kangleipak (IPAK) Manipur said it will closely monitor the block officials, especially some Gram Rojgar Sevak (GRS) under the Rural Development and Panchayati Raj department for allegedly failing to take up their duties properly.

The GRS under the Rural Development and Panchayati Raj department has close connections with implementing agencies of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and IPAK will take up action against the Pradhan and members, who take bribes, said a release.

IPAK will monitor the material components of works taken up by Zila Parishad, Pradhan and members and MLA line departments, it said. IPAK found out that GRS of Khurkhul Gram Panchayat of Haorang Sabal CD block, K Robert had withdrawn Rs 40, 000 from the component fund of the line department, the release said. The GRS was advised not to repeat such acts, it added.

While investigating complaints of using machines in taking up NREGS works, IPAK found out that works were being taken up using JCB at Mayang Langjing Gram Panchayat Ward No 3/6 of Langmeidong CD block of Kakching district. The BDO/GRS should immediately clarify over it, IPAK said.

The GRS of all blocks must have been aware of widely using machines in place of the works to be taken up manually as per the work list provided by the implementing agencies, it said. They fail to be aware of it as they fail to take up their duty properly, the release mentioned. Working at the offices opened at home by the GRS makes the NREGS dirty and IPAK will investigate over opening of offices by GRS at their homes, it added.

It also appealed to the job card holders to take up their jobs instead of handing over their jobs to Zila Parshad, Pradhans and members. It said Pradhan and members should not regard the government fund as free money. IPAK will not remain silent if someone withdraws money without working, it said.

IPAK will not let it use machines in place of manual labour in the MGNREGS works for the financial year 2020-21, it added.

The GRS should let the works to be taken up manually. If anybody found acting against it will not be spared and will take the help of the Law. Names of those who act against the rights of the people will be announced in public, IPAK cautioned.
