IMC Scam: Imphal Corporator Gaidon sent to jail

The ‘ghost contractor’, GG Rongmei was sent to jail on expiry of the four-day remand period in the Imphal Municipal Corporation (IMC) work sanction case.

The Chief Judicial Magistrate of Imphal West on Friday remanded Corporator of Imphal Municipal Corporation G Gaidon Rongmei aka GG Rongmei to 15 days judicial custody till July 7 in connection with the IMC scam first exposed by Thangmeiband MLA Kh Joykishan.

The IO of case submitted that almost all 22 corporators of IMC gave statements that the accused person identified as G Gaidon Rongmei, corporator of Ward No1 misled them that GG Rongmei, special contractor (later identified as the accused himself), under whom most of the work programs of different Wards were done, was his brother/relative.

They received the work sanctioned amount from the account in the name of undernoted accused G Gaidon Rongmei, corporator of Ward No.1, not from the account in the name and style of G G Rongmei, special contractor, the IO said.

All the corporators assumed that GG Rongmei, special contractor (as in the IMC, Imphal office record) might have transferred the work sanctioned amount to his brother, G Gaidon Rongmei, corporator of ward No.1.

The accused, G Gaidon Rongmei, corporator of ward No.1 is a certified/enlisted special class contractor, Manipur Police Housing Corporation Limited (MPHC) bearing Regd. No. B/112/90/MPHC/Vol-V /(Pt)/lGl dated 21.09.2019 and the accused forged the order of MPHC by changing the name enlisted in SI. No. 5 1/G Gaidon Rongmei” to “G G Rongmei” and also forged his original PAN Card by changing name “G G Rongmei”, the IO of the case said.

Some important documents which are of immense support and self-explanatory to the investigation of the case are still not received from the concerned banks and Imphal Municipal Corporation, the IO added.

It also submitted that numerous monetary transactions in terms of lakhs to various bank accounts suspected to be that of IMC corporators are observed.

There is a high possibility of other corporators involved in contract works of IMC that violate section 59 of IMC, 1994 and required documents from concerned banks have not been received. Therefore, to circumvent the facts without any hampering and tempering of the evidence, the IO of the case prayed for fifteen days judicial custody of GG Rongmei.

The court, after hearing the submission, remanded him to 15-day judicial custody.

It may be mentioned that City PS team arrested GG Rongmei from Naoremtheng Shamushang Uku Lairembi Leirak on June 9, 2022. He was produced before the court the next day, where he was remanded to police custody. He was again produced before the Court on June 14, wherein the police sought police custody remand for 4 days.

On expiry of the four-day remand period, he was produced before the court on Friday, which sent him to jail.
