The Manipur Human Right Commission (MHRC) took up a suo-moto Under Section 12 (a) of Protection of Human Rights Act, 1993 in connection with a report published by the Imphal Free Press on rejection of 96 students by BOSEM from appearing in the HSLC exam due to alleged school negligence.

Following the suo-moto, the MHRC issued a show-cause notice to commissioner (Education), government of Manipur; director (Education), government of Manipur and secretary, Board of Secondary Education Manipur to show cause as to why an appropriate order should not be passed as the commission deems fit and proper.
The MHRC stated that from the news item it appears that due to the fault of school authority, the 96 students of 19 schools failed to appear in the High School Leaving Certificate Examination 2023 conducted by the Board of Secondary Education, Manipur (BOSEM).
MHRC directed all respondents to submit a detail report and furnish the name of the schools and its authorities for whom the 96 students failed to appear the High School Leaving Certificate Examination and also to inform the commission what steps had been taken up by the director of Education against the school authorities for whose failure the innocent students are deprived from appearing in the High School Leaving Examination.
“The right to life includes the right to education also. More so, education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms,” stated the commission.
