IFP Impact: Manipur government invites interested entities to run Pollution Under Control centres

The move from the state government came a week after the 'Imphal Free Press' published an exclusive report on how lack of action and awareness about PUCC is causing rise in air pollution in Imphal valley.

The Manipur government on Tuesday invited applications from those interested in running Pollution Under Control (PUC) centres in the state.  

An invitation letter issued by director (Transport), Manipur Dr Nivedita Lairenlakpam stated that Chapter No III, Rule No 6 (a) of the Manipur Motor Vehicles (Pollution under control), Rules, 2021 provides outsourcing of pollution testing centres under the Public Private Partnership (PPP) mode.

It stated that Expression of Interest (EoI) are invited to establish and run PUC centres from the interested eligible entities as prescribed under Rule 6 (b) & 6 (c) of the above mentioned rules.

The entities which will be eligible to establish or run Pollution Checking Centres subject to fulfilment of various service conditions as laid down in the rule are authorised motor dealers who are the holders of valid trade certificates and designated petrol pump retailers possessing valid license and any other firm/private company registered under the Companies Act, 2013 (18 of 2013) or under any relevant corporate regulatory Act.

Any interested and competent individual having intimate knowledge of environment hazard due to vehicular emissions, protection of ambient air standard, pollution control aspects etc. can also run the centres subject to fulfilment of the conditions and the rules, it mentioned.

The invitation also stated that applications in the prescribed Form — 1, Form -2, Form 3, Form - 4 and Form 5 should be submitted to the Director (Transport), Manipur with necessary requirements as prescribed under the above rules and other necessary queries or information in this regard may be obtained from the Directorate of Transport, Babupara, Imphal during office hours in both the cases.

It mentioned that in exercise of the powers conferred U/S 111 (2)(d) and Section 211 A (c) and (2) (b) of the Motor Vehicles Act, 1988 (59 of 1988), the state government of Manipur made the Manipur Motor Vehicles (Pollution under control), Rules, 2021 which was notified in the Extraordinary Official Gazette of Manipur vide Secretariat: Transport Department Notification No. 13/4/2005-T(MV)-Pt dated February 17, 2021 (Annexure A).
