Human Rights Council Manipur demands capital punishment to rape culprits

HRCM said investigations must be completed within a time-bound manner and charge sheet must be filed in time to prevent bail provision.

The Human Rights Council Manipur (HRCM) has urged to award capital punishment to those involved in alleged rape case of a minor girl who succumbed to her injuries.

A release signed by the secretary of HRCM Rabi Khan said that HRCM demanded to arrest all the co-accused persons involved in the incident.

It stated that the family members of the main accused have been picked up and interrogated thoroughly so as to enable the investigating officer to nab the real culprits of the incident.

It appealed to conduct the post mortem examination with video coverage in the presence of an executive magistrate and victim's family member. 

Investigations must be completed within a time bound manner and charge sheet must be filed in time to prevent bail provision, it added. 

It also requested the state government to engage a well experienced special public prosecutor to prosecute the present case.

Without the valuable support of the people of the state, particularly some dedicated civil voluntary organisations, the accused persons may not have been arrested earlier by the police, it stated.

As such, the contributions of the civil bodies are to be credited or encouraged by the government, it added.
