Highlighting concerns over the proliferation of arms among youths amid the state's ongoing challenges, Manipur Law Minister Th Basantakumar highlighted the risk posed by criminals exploiting these circumstances with financial gains and other nefarious activities.

Delivering his speech at the Manipur Press Club in Imphal during a media sensitisation programme linked to the Golden Jubilee celebrations of the AMWJU, he stressed the government's commitment to acting decisively, asserting that societal progress is impeded when criminal elements hold sway.

Basantakumar also addressed proposals for legally permitting youths involved in safeguarding Manipur to carry arms, subject to appropriate training and organisational structuring.

In an effort aimed at curbing the pervasive culture of bandh and blockade in Manipur, the minister also announced plans to introduce a stringent bill.

This proposed legislation seeks to categorise bandh and blockade as non-bailable offenses, ensuring perpetrators are sent directly to jail upon being produced before a magistrate.

He emphasised the detrimental impact of such disruptions across all sectors and expressed confidence that once enacted, the bill would effectively deter bandh and blockade activities for a significant period, possibly five to 10 years.

Further acknowledging the pivotal role of media in disseminating accurate information, the minister affirmed that a robust democracy in Manipur hinges on the effective collaboration of all four estates (legislature, executive, judiciary, and media).

He emphasised the collective responsibility to prioritise development and elevate living standards, fostering unity and progress throughout Manipur.
