Full budget session of 12th legislative assembly begins

Opposition MLA K Meghachandra raised concern that the business advisory committee (BAC) meeting held prior to the assembly session violated Rule 266 clause 1 of the Rules of Business and Conduct of Business of the Legislative Assembly of Manipur.

The full budget amd monsoon session of the 12th Manipur Legislative Assembly, which will have 11 sittings in total, began on Monday.

The session began with obituary references over the demise of former Kakching assembly constituency MLA Yengkhom Thambal and loss of lives due to landslides in Noney and Pherzawl districts.

State Power Minister Thongam Biswajit, Opposition leader O Ibobi, Disaster Management Minister Awangbow Newmai, Thangmeiband assembly constituency MLA Kh Joykisan, Kakching assembly constituency MLA M Rameshwar made the obituary references following the motion by Speaker Th Satyabrata.

Yengkhom Thambal was first elected as a Member of the Manipur Legislative Assembly in 1984 as an independent candidate from Kakching assembly constituency.

The house members recounted that Yengkhom Thambal was instrumental in the movement of statehood demand for Manipur and was even jailed in the emergency era as well.

They extolled Thambal as a socialist minded person with unwavering love for the motherland and the people.

Over the unprecedented catastrophic landslide at Noney district’s Marangching village and another landslide in Pherzawl that killed several people, the house members shared grief of the bereaved family members of the victims.

Later, as called upon by the Speaker, the house members observed a two-minute silence to express deep and profound sorrow over the demise of the former member and loss of lives due to landslides.

Minister Th Biswajit also introduced various papers, including Finance Accounts (Volume I) 2022-21, Finance Accounts (Volume II) 2020-21, Accounts at a Glance, 2019-20, The Manipur Fiscal Responsibility and Budget Management (Fourth Amendment) Ordinance, 2022 (Manipur Ordinance No. 1 of 2022).

He presented the Second Report of the Business Advisory Committee, 2022 and moved the motion that the House agrees with the allocation of time proposed by the Committee. The minister also presented the Demands for excess Grants for the year, 2017-18.

The House also adopted the Motion for Vote on Accounts, 2022-23.

Meanwhile, opposition MLA K Meghachandra raised concern that the business advisory committee (BAC) meeting held prior to the assembly session violated Rule 266 clause 1 of the Rules of Business and Conduct of Business of the Legislative Assembly of Manipur.

He said that “the proceedings of the Assembly right from the BAC meeting are flawed since the deputy speaker has not been appointed and was not present during the meeting even though the rule mandates that deputy speaker should be part of the meeting” and sought intervention of the Speaker in this regard.
