The Affected Land and Property Owners’ Committee (ALPOC) on Tuesday gave an ultimatum to the Union Minister, Ministry of Road Transport and Highways, Manipur chief secretary and Deputy Commissioner (LA) Tamenglong district urging to stop the ongoing construction of Tamenglong-Jiri River on NH-137, Tamenglong Mahur road with effect from Sunday.
The ultimatum signed by ALPOC Tml-Mahur NH-137 chairman ID Gambui and secretary ND Kadenbou highlighted reasons stressing the need to stop the construction, stating that there is no acquisition of land procedure in the stretch length of 0-96.870 km within the jurisdiction Tamenglong to Jiri River on NH-137 of Tamenglong Mahur road.
It further alleged violation of National Highway Acts 1996 and Land Acquisition Acts of 2013 and asserted that the said road was allegedly constructed by the Requiring Body NHIDCL without Notification under section 19(1) or 3A to 3H and damaged many standing properties against the solely incomes of seven villages in Tamenglong district.
It also claimed that the impersonated persons have issued No Objection Certificate without the concern of genuine/actual land owners, and thereby creating problems in between the fake and facts for which cannot be negotiated in the current issue of road construction in comparing to Asaam state on Tamenglong to Mahur road for which can connect Kangchup Imphal to Haflong Assam via Tamenglong.
It mentioned that the committee has submitted various memorandums to the competent Authority to consider and acquire the land in accordance with the NH-Act-1956 and LA Act 2013 to solve the public grievances.
The committee has also approached the appropriate government/concerned authority(s) to deem fit with the legal advice of the court to consider the representation of land acquisition in merit basis and strictly directed that, the NOC which was given by the former chairman/secretary with the former Deputy Commissioner and relevant line department cannot cover the private land and properties of seven villages on tamenglong to Jiri River (0 to 96.870 km), it stated.
It appealed to be aware of the grievances faced by the innocent poor families under the alleged discriminating rolls of the impersonated savage in Tamenglong district and also requested to justify equal treatment with Assam state without any intention of segregation between the people of Manipur and Assam.
The land owners/properties owners of the road as well as ALPOC will launch agitations against the construction company(s)/NHIDCL with effect from Sunday if their demands were ignored, it warned and stated that the state and central government must bear responsibility of any untoward incidents.
