Construction work of Pettigrew college halted over poor work quality

Contrary to the work specimens, a joint inspection team found that the iron bars, which were supposed to be 30 mm, were changed to 20 mm and 16 mm and the RCC pillar iron M/s bars number were reduced from 12 to 10.

The Hunphun Village Authority (HVA), Hunphun Katamnao Long (HKL) and All Hunphun Tang Association (AHTA) on Wednesday inspected and took stock of the ongoing construction work of the lone Pettigrew College academic block located at Meizailung, Ukhrul and had stopped the work over poor work quality.

According to the joint inspection team, the ongoing work was found to be sub-standard and quite different from the work specification.

The decision for suspension of work was made following a joint inspection by the HVA, HKL and ATHA, who were accompanied by media persons.

It may be pointed out that the construction of the academic block and the main gate of the Pettigrew College at Ukhrul district is executed under Manipur Minorities and OBC Economic Development Society (MOBEDS) at the estimated cost of Rs 14.18 crore.

And, contrary to the work specimens, the inspection team found that the iron bars, which were supposed to be 30 mm, were changed to 20 mm and 16 mm and the RCC pillar iron M/s bars number were reduced from 12 to 10.

Moreover, the sand used for making concrete cements were sub-standard, containing clay and mud which are not good for construction of buildings, the joint inspection team alleged.

Meanwhile, president of HKL Ngaworpei Ragui, from inquiry with the in-charge of the work stationed at the site, obtained that the workers were executed from the instructions of the contractor.

According to Ragui, the construction workers were not given a blueprint of the work but that the contractor would occasionally visit and instruct their next course of work. Seeing their insincerity and failure to disclose relevant specifications of the project, he had asked the labourers to put signboards at the front portion of the construction site and display the detailed works of the academic block and main gate.

The dimensions of the Academic Block Buildings which are 90.5 meters long and 36.05 meters wide have been shortened by 4- 9 feets (in length & breadth). The building will have five blocks with 19 lecturer rooms, two theatres and four seminar halls and the estimated cost is Rs 14,98,14,714.

The joint team had asked the construction workers to immediately stop the work.

They further asked labourers to inform the concerned contractor and clarify the detailed project reports of the construction work, and told them that the “work will be kept under suspension indefinitely” until further clarification is made.

Construction of the Academic Block and Main Gate at Pettigrew College, Ukhrul was awarded to Y. Sunil Singh of Keishamthong Thangjam Leirak, Imphal West on December 4, 2021 by the Manipur Minorities and OBC Economic Development Society (MOBEDS), an autonomous body under the Department of MA/OBC & SC, Government of Manipur at an estimated cost of Rs 14,98,15,250 with a duration of 18 months to complete the work.

The Academic Block will consist of nine rooms on the ground floor and 10 rooms on the first floor. It will hav two lecture theatre rooms and four seminar halls. The building will have A Block and B Block and C Block (Southern) and B Block and C Block (Northern), the joint team added.
