Bomb Attack on School: Accused remanded in police custody

The accused was formally arrested from Porompat PS for his alleged involvement in a series of bomb blasts in the Imphal area, including the blast at Little Flower School.

The Chief Judicial Magistrate, Imphal West on Wednesday remanded the accused, identified as Thounaojam Rishi Luwangcha, to three days of police custody till June 18 in connection with the case of bomb blast at the gate of Little Flower School on June 5. 

National Revolutionary Front of Manipur (NRFM) cadre Thounaojam Rishi Luwangcha (46), son of (late) Th Shelung Singh of Kangla Sangomshang Makha Leikai, Imphal-East district was formally arrested from Porompat PS for his alleged involvement in a series of bomb blasts in the Imphal area, including the blast at Little Flower School.

APP for the State stated that, during the course of investigation, it is reliably learnt from the collection of fresh evidence, intelligence report and source information that the crime was committed by a banned UG organization KCP (MC/Lalheiba).

During the court proceeding it is noted that after Lalheiba and his loyalists entered peace talks with the Government, one Thangjam Dabloo @ Thangjam Chinglensana (36) of Nongren, IE District, Manipur remained in the non-peace talk group of KCP(MC/Lalheiba). Later, this faction remained as “National Revolutionary Front of Manipur” (NRFM in short). The outfit is basically based in Bangladesh, the APP stated.

APP further submitted that, a message was received from SP, Imphal West on June 10 informing that Thounaojam Rishi Luwangcha, who has been arrested in c/w ref. FIR No.32(6)2022 of Lamlai PS U/S-20 UA(P) A. Act & 5 Expl. Subs Act was involved in the case of Lamphel PS.

APP for the state further submitted that, in view of the above facts and circumstances, it is learnt that the accused person, namely, Thounaojam Rishi Luwangcha is very much related with the case. Hence, the prayer for remanding him in police custody for only 3 days, the APP said.

The court opined that there was sufficient reason to form a prima facie case against the accused person and therefore, remanded the accused to police custody.

It may be mentioned that the IED exploded at the gate No. 2 of Little Flower School at around 3.15 am on June 5.
