Terming it unfortunate that the government college teachers have been left out when other government employees in the state are already enjoying the 7th pay, ATSUM also suggested that granting the demands of the teachers once and for all can ensure no disturbance in the school admission and other academic activities in the colleges.

General secretary of ATSUM, Seiboi Haokip in a release stated that, on February 11, the Chief Minister of Manipur, N Biren Singh announced the State Cabinet’s approval of 7th UGC pay and Regulation, 2018; however, it is not implemented till date.

The release stated, on July 7, the Federation of Government College Teachers’ Association (FEGOCTA) threatened to boycott admission and other academic activities in the government colleges as a protest to fulfill their demands.
The teachers also resumed their suspended agitations and also suspended online classes/lectures which are the only means of learning during COVID-19 pandemic, the release stated.

College teachers in other states of India including neighbouring Assam, Arunachal Pradesh and Mizoram have adopted the 7th UGC Pay and Regulation. Even other state government employees are already enjoying the 7th Pay; however, the teachers in the government colleges have been left out which is really unfortunate and disheartening, the release stated.

The release added that 7th UGC Pay and Regulations, 2018 is a national policy. As such, ATSUM believes its implementation is a necessity and will help in the improvement in collegiate education in Manipur including the hill areas.
The release further mentioned that the Ministry of Human Resource and Development issued orders for 7th UGC Pay on 2nd November, 2017 and UGC Regulations, 2018 was issued on July 18, 2018.
