According to the status report submitted from the office of DGP Manipur and the security advisor to the government of Manipur, lapses of intelligence on the part of the respective officers and authorities led to the suffering of the common and poor people of Jiribam Not only that, they had to leave their homes and stay as IDPs resulting in their lives and livelihood being affected with loss of properties.
The status report was submitted to the Manipur Human Rights Commission (MHRC) following the notice issued by the commission regarding Jiribam incidents through a complaint case lodged before the commission.
Following the report, the MHRC has directed the government of Manipur to take appropriate action against those officials due whose failure the innocent villagers lost their homes and properties. The commission also directed for action against the officials for giving the militants an opportunity to attack the innocent people due to intelligence failure.
Further, the commission also directed the chief secretary, commissioner (Home), government of Manipur and deputy commissioner, Jiribam to suitably compensate the IDPs after making proper assessment of their loss and suffering within a period of three months from the date of receipt of this order. They may also be provided all the basic needs for their livelihood when they are in the IDPs camp till their resettlement, the commission directed.
The commission also directed the Director General of Police, Manipur and Superintendent of Police, Jiribam to instruct all the investigating officers to expedite and complete the investigation within the reasonable time, preferably within a period of six months. The commission further directed the DGP, Manipur and SP of Jiribam that there are no intelligence failures in the future for which life and property of the citizens may be affected and break down of law and order.
The commission hopes and trusts that in future such type of intelligence lapses will not be there and the high officials of the police and the high officials of the other authority including the administration should be more vigilant, the MHRC said.
Considering the present ethnic problem in the state of Manipur and the insurgency and militant activities continuing with unauthorized arms thereby affecting the livelihood of innocent people, it is necessary to recover all unauthorized arms and ammunition, required to be recovered for normalcy in human life, the commission stated.
The commission recommended that to curb militant/insurgent activities in the state of Manipur, the police and army personnel, who are discharging their duties for maintaining law and order in the state of Manipur, should be more vigilant in future. There is no doubt that both the DGP and the Security Advisor have to depend on the intelligence report and look after other districts but that itself would not absolve them from their responsibilities, the commission noted.
If there is any failure on the part of the intelligence of the Police Department then the superior authority should take proper action against those officers, so that again in future this type of incident may not happen and the Human Rights of the citizens can be properly protected, the commission said.
The terrorist and militant’s activities or insurgent activities itself is a threat to human life and consequently there is violation of human rights, the MHRC noted.
