7th Pay: Electricity employees threaten power outage movement

The MEEU plans to intensify power outage agitation till the demand is fulfilled.

The Manipur Electricity Employees’ Union (MEEU) warned that if the demand for 7th Pay Revised Rules (ROP-2019) implementation is not fulfilled by Tuesday, it will intensify agitation, including non-maintenance of power outages in the state.

Speaking to media persons during a press conference held on Monday at its office located at Keishampat, Imphal West, MEEU general secretary, T Shyamnagor said that considering the situation of the pandemic, the agitation was slowed down but if the state government remains silent, the agitation will be intensified, including non-maintenance of power outages till the demand is fulfilled.

He said that a joint meeting of MEEU, Power Engineers Services Association, MSPCL (PESA) and MSPDCL Officers Association (MOA) was held at the office of the union. The meeting unanimously resolved to form a joint action committee (JAC) composed of MEEU, PESA and MOA against non-implementation of 7th pay (ROP-2019) by the state government.

The JAC will support the strike organised by MEEU and further decision or agreement with the government regarding the implementation of 7th pay (ROP-2019) will be decided by the JAC, he added.

Shyamnagor further said that various MoUs had been signed with the government regarding the implementation of 7th pay, however, the government has been failing to convert it into action.

The employees of the Electricity department have also given an ultimatum to the government regarding the fulfilling of the demands by July 31 and informed that strike will be carried out from August 1. However, considering the pandemic and the public, the strike was not started.

If the government keep on neglecting the demand of the implementation of 7th Pay (ROP-2019) by Tuesday, a series of agitation will be started from Wednesday which would include staging a sit-in-protest in front of the electricity office at Keishampat and the corporate offices of MSPCL and MSPDCL will be locked during the protest, he added.

He further said that as a part of the movement all the pre-paid counters would be closed on Thursday and all the division offices would be locked. And if the demand is not fulfilled by Thursday, the employees would undergo a cease-work strike from Saturday which included non-maintenance of power outages.

Stating that the employees of the department who are in the maintenance section are most affected due to price hike of fuels and essential commodities, he appealed to the public not to blame the department for the strike as implementation of 7th pay (ROP-2019) is much needed.
