SSA, RMSA teachers not to take salary under new head of account: AITAM

AITAM president questioned how an order issued under the approval of a state cabinet meeting can suppress an interim order issued by a director. He appealed to the chief minister, N Biren Singh, to look into the matter.

The All Integrated Teachers’ Association, Manipur (AITAM), under which there are 3,480 teachers of SSA and RMSA, on Friday said that it will not cooperate with the government’s appointment of new account head and won’t take salaries either.

N Prakashchandra Singh, president of AITAM told the media at the Manipur Press Club, Imphal the association is against the government’s new order of appointing a new head of account.

Prakashchandra said that 3,480 teachers were appointed under SSA and RMSA and from 2011 to 2016, the said teachers were regularised under department of education (S) by the state government on a phase wise basis.

However, since the regularisation the teachers have been suffering due to untimely monthly salary payment even as they have been discharging their duty as other government school teachers, he added.

He also informed that the state cabinet had, on January 24, 2020, taken a decision to take their service count from their respective initial appointment and to absorb them under department of education (S) as regular teachers. The state government also issued an order to re-designate the 3,480 teachers as similar posts to that of other government school teachers, said Prakashchandra.

Despite the previous government orders, a new order was issued on August 12 stating that the 3,480 appointed under SSA and RMSA will have a separate new account head for their pay and allowance, Prakashchandra said and added that the association will not cooperate with the new order.

He also announced that the 3,480 SSA and RMSA teachers will not take their monthly salary under the new head of account.

Education Minister Th Basanta Kumar assured the members of the association, during a meeting held on Friday at his office chamber, that he will discuss the matter with the concerned director and commissioner immediately, said Prakashchandra. 

He said the teachers under the umbrella of the association will not take their monthly salary if it is to be calculated under a new head of account. He also appealed to the concerned director, CFO, ZEO and DDO not to send any fund proposal and fund allocation.
