As many as 138 polling personnel will be requisitioned for the 23 polling stations in Noksen and 69 others will be kept on reserve.

The byelection was scheduled following the death of CM Chang, minister for Environment, Forest and Climate Change, and Justice and Law, who suffered from COVID-19 infection. He succumbed to the infection on October 12, 2020.
