Will provide fertilisers to farmers within one week, says Manipur CM Biren

Minister Lukhoi clarifies delay in fertilisers distribution due to adoption of POS

Manipur Chief Minister N Biren assured in the state Assembly that fertilisers will be distributed within a week to those farmers who are yet to get it. He also that said if any individual is found indulging in forgery or any form of cheating in distribution of fertilisers, including selling in black market, necessary action will be taken immediately.

The chief minister gave the assurance during the second day of the state Assembly session after state Agriculture Minister O Lukhoi informed the House that due to adoption of Point of Sale (POS), farmers are facing the issue of unavailability of fertilisers but there is no issue of fertiliser shortage in the state.

Lukhoi was informing the House against the calling attention motion submitted by two opposition MLAs, K Ranjit Singh and Okram Surjakumar regarding the reports on difficulties faced by the farmers due to unavailability of fertilisers, on the second day of the ongoing Manipur Legislative Assembly session held on Monday.

Lukhoi said that with the aim of distributing fertilisers to farmers, the POS system was adopted. Under the system, farmers have to provide various proof of being the real farmers as many complaints had risen in the past that non-farmers had been taking the benefit. Consequently, the farmers are facing issues in getting fertilisers in time.

Allocated fertilisers for the state could not be delivered at one time and the company or factory has to deliver them phase-wise after their subsidies are returned in their accounts for each phase. It takes time in the process and this has led to unavailability of fertilisers for the farmers at the right time, he added.

He said that to provide equal benefit, the department is prioritising the distribution of fertilisers to those farmers who need more fertilisers regarding their paddy fields.

Lukhoi further said that at present and as per records from the department, the state has received a total of 2,19,240 fertiliser bags. Out of the total number of fertiliser bags received, 1,87,181 bags had been distributed and 32,062 bags were stored at godowns. Farmers need not panic as more fertilisers will be coming in the state in a short period, he added.

Supplementing the calling attention, opposition MLA, K Ranjit said that fertilisers are to be used at a particular period of farming. He continued that there might be adequate fertilisers, however, if the fertilisers are not received and distributed in time then it could be useless in distributing the fertilisers. The government should make sure that the fertilisers are delivered to the farmers within one week.
