Reiterating their stand for the welfare of the drug users, Community Network for Empowerment (CoNE) and User Society for Effective Response (USER) Manipur urged the Manipur Human Rights Commission (MHRC) to frame regulatory guidelines so as to ensure non-recurrence of human rights violation in drug rehabilitation centres.
A release jointly issued from CoNE and USER Manipur said that in its petition to the chairperson of MHRC on Tuesday, CoNE and USER Manipur reminded the commission of the earlier petition filed in connection with the alleged illegal inspection in drug rehabilitation centres by unauthorised organisations.
It also mentioned about the human rights violations in drug rehabilitation centres and subsequent instruction to director general of police, Manipur regarding the issue, and conduct of surprised visits by the MHRC team led by its acting chairpersons at various drug rehabilitation centres. The petition urged the commission to frame regulatory guidelines to ensure non-occurrence of human rights violation in drug rehabilitation centres, it said.
It further stated that the petition urged the commission to call the compliance report in respect of MHRC case no. 63 of 2020 (illegal inspired visit to rehab centres by unauthorised organisations amid COVID-19 outbreak). The petition also urged to call a report from DGP, Manipur if any action has been in with the representation submitted by CoNE and USER Manipur on May 23, it added.
It also urged the commission to list the MHRC complaint case no. 91of 2019 (human rights violations in rehab centres) and also to take up any action which the commission feels deemed necessary in the interest of human rights of the community.
