Ukhrul Police clarify there was no sidelining of rape complaint

The Ukhrul Police has given a clarification in regard to the news item under the headlines “DDK Imphal program executive accused of raping staff on multiple accounts” published in a local daily on August 23.
As per information made available to the IFP through Ukhrul Police, the said rape case was registered under FIR No. 1(7) 2019 Women Police Station, Ukhrul. The case in question was registered on July 12, upon complaint from the victim. Subsequently, Ukhrul Women Police arrested the accused on the late evening of July 12 itself; and was produced before the Court of CJM Ukhrul on July 132019. He was taken into police custody for 7 days, and the arrest and custody period of the accused was subsequently intimidated to higher authorities of the department where the accused worked informed Ukhrul Police.
During the custody period at Ukhrul-PS, his health deteriorated and was taken to Ukhrul District Hospital on July 18, where the doctor referred him to RIMS for further treatment. The women police team took the accused to RIMS on July 18 and was produced before CJM on July 19 for judicial custody and he was granted bail by the court on medical ground on the same day.
Ukhrul Police also said that investigation of the case is on although some reports are awaited but a Chargesheet will be filed soon. The statement “However, Police have reportedly not taken any action though a complaint and FIR has been lodged against the accused” is totally wrong, said a police sources.
Meanwhile, Youth Forum for Protection of Human Rights (YFPHR) has issued a clarification in regard to the “failure of Women Police Station (WPS) - Ukhrul to arrest one person who have raped a girl in several instances with regard to FIR No: 1(7) 2019 W-PS/UKL/ u/s 376/ 506/ IPC and the failure of the WPS, Ukhrul to re-arrest the person,”
A statement signed by president of the Forum, Kh. Phajaton stated the TFPHR does not mean to hurt the sentiments of any person or institutions but to support the victim of sexual assault in their fight for justice which is committed by influential people.
“We sincerely regret for not using the term-‘re-arrest’,” it said while adding that the intention of the demand was to re-arrest the accused who is moving scot free after obtaining fail from the court concerned which in turn gives psychological harassment to the victim. This is a serious need to be considered and put into account by the police and the judiciary, it said.
YFPHR would request the PS concerned to clarify on why the IO of the matter has not made an appeal before the court for the cancellation of the bail of Assurance Raikhan, it added.
