A one day regional workshop on Online Building Permission System (OBPS) in North-Eastern States was held today at City Convention Centre, Palace Compound.
The programme was jointly organised by ministry of Housing and Urban Affairs and department of Town Planning in association with Town and Country Planning Organisation and National Institute of Urban Affairs, New Delhi.
Delivering his speech as chief guest of the function, minister of Manipur Administration, Housing and Urban Development (MAHUD) and Town Planning, Thounaojam Shyamkumar said that introduction of OBPS is one of the most important strategy to reform Atal Mission for Rejuvenation and Urban Transformation (AMRUT).
He showed his gratitude to e-Governments Foundation for taking the initiative of providing free software for OBPS in all eight North East states.
“Implementation of OBPS in this part of the country would be quite challenging due to lack of financial and technical capability. It is reported that the system or software itself cost more than Rs. 1 crore without handholding cost. So providing such highly useful and costly software at free of cost is a great opportunity of the entire NE states,” he asserted.
He informed that the flagship mission, AMRUT, brings great transformation in urban areas during last four years. Moreover, the concerted effort by ministry of Housing and Urban Affairs led to escalation of country’s ranking from 181 in 2018 to 52 in 2019 in construction permit indicator under Ease of Doing Business Report, 2019.
Taking the privilege of the function, Shyamakumar requested representatives of union ministry to revive 10 percent lump sum scheme, which was introduced for the benefit of NE states. The withdrawal of this scheme hindered many urban development projects as there is lack of alternative source of funding.
Giving his key note address, additional secretary, ministry of housing and urban affairs, Shiv Das Meena said that the circulatory guideline of OBPS was first introduced in December, 2016 in Delhi and Mumbai. So far it is implemented in 11 states and planning to cover it in almost all the states by September, 2019.
He said that OBPS was introduced with an objective to provide easy construction service in the country as improving ‘Ease of doing business’ conducted by World Bank also depends on construction permit.
Further he stated that improving condition of Ease of Doing Business is the main target of Prime Minister, Narendra Modi and accordingly, it made overall achievement rank at 129 in 2019 from 181 in 2018.
